Ayacucho, 1983. The government of Fernando Belaúnde Terry has just declared a state of emergency to combat the "people's war" launched by Shining Path. As a counterinsurgency strategy, the Army is establishing bases throughout the department. One of these first bases will be Totos. From that moment on, the Totos base will become a clandestine center for the detention, torture, and extrajudicial execution of suspected members of Shining Path.
