Albert, an idealistic young African, works for a Belgian NGO in the heart of his country. When the crisis hits Europe and Belgium, the NGO has to close. This is a catastrophe for him and his family. Idle, he decides to set up an NGO to save ailing Belgium. He obtains the support of a local minister, but the latter is only interested in using the operation for electoral purposes. He imposes his collaborator, Immaculée, on them. She's going to run the NGO and bring back propaganda images. Chaleur Sans Frontières arrives in Belgium. The Belgian authorities, forced to take in this team of weaklings, have no desire to be "saved" by Africans. After failing to distribute their humanitarian aid, Immaculée stages the crisis they have failed to find.
