"Following Haiti's return to democratic order in 1994 the country held several high-profile trials of human rights violations. With the lawlessness that followed the departure of President Jean Bertrand Aristide from Haiti in February 2003, a number of those convicted of human rights crimes are once again free in Haiti, and some have re-emerged as commanders of rebel groups. This report gives detailed information about six of them, including their involvement in judicial proceedings regarding past human rights violations.
